The government was against any member of public who criticized the police bodies. The intelligent units spied and too actions against any Los Angeles citizens who criticized the police. While this may have been a strategy to foster loyalty, it was one way of the government to avoid accountability to the public. During the end of the 20th century, the police department was hit by criticism due to the use of excessive force in handling the public.
